Pakistan, China unveil joint Action Plan 2025–2029

September 08, 2025 (MLN): Pakistan and China have agreed on a comprehensive Action Plan to Foster an Even Closer China-Pakistan Community with a Shared Future in the New Era (2025–2029).

The plan, signed during Prime Minister Shehbaz Sharif’s visit to China from August 30 to September 4, 2025, outlines cooperation across political, economic, trade, security, technological, cultural, and multilateral fields.

The two countries reaffirmed their All-Weather Strategic Cooperative Partnership, describing it as a choice of history and people, and pledged to deepen strategic trust, expand economic ties, and strengthen defense and security collaboration.

The key elements of the China-Pakistan Joint Action Plan 2025–2029 include enhanced political cooperation through exchanges between parliaments, foreign ministries, and political parties, with special events planned for the 75th anniversary of diplomatic relations in 2026.

On the economic front, the plan aligns the China-Pakistan Economic Corridor with Pakistan’s URAAN Program and China’s Belt and Road Initiative, focusing on industrial parks, agriculture modernization, Gwadar Port development, and infrastructure projects such as the ML-1 railway and Karakoram Highway.

In the security and defence domain, both sides agreed to strengthen counter-terrorism cooperation, enhance military exchanges, and ensure the safety of Chinese personnel and projects in Pakistan.

The plan also emphasizes science, technology, and space collaboration, including joint labs, digital innovation projects, climate research, and cooperation in lunar and deep-space exploration.

People-to-people exchanges will be expanded through education, youth, cultural, and media initiatives, with China offering 3,000 study and training opportunities for Pakistanis by 2029.

Furthermore, the two countries will deepen multilateral engagement through coordination at the United Nations and Shanghai Cooperation Organization, joint climate initiatives, and unified positions on Afghanistan, Kashmir, and Palestine.

Both sides agreed to review the implementation of the plan annually through their foreign ministries.
