Govt domestic debt, liabilities rise 8% YoY in July

September 07, 2026 (MLN): The total government domestic debt and liabilities have increased by 7.61% to Rs59.41 trillion in July 2026, compared to Rs55.2tr in July 2025, the latest data released by the State Bank of Pakistan (SBP) showed.
On a sequential basis, domestic debt and liabilities have decreased by 0.28% compared to Rs59.57tr in June 2026.
According to details provided by the State Bank of Pakistan (SBP), the larger portion of the debt was permanent debt, which totaled Rs45.03tr, signifying a growth of 5.33% YoY.
This comprised Rs44.12tr in federal government bonds, Rs474.94bn in SBP's on-lending to the government of Pakistan against SDRs allocation, Rs434.6bn worth of prize bonds, and the remaining Rs2.8bn in market loans.
The floating debt rose by 23.95% in July to Rs10.82tr compared toRs8.73tr in the same period last year.
Market Treasury Bills comprised the major proportion of the total floating debt, and stood at Rs10.69tr in July 2026.
Similarly, the government's unfunded debt increased by 8.96% YoY to Rs3.34tr in July 2026, primarily due to a significant rise of 9.29% YoY in saving schemes, which amounted to Rs3.26tr compared to Rs2.98tr in the SPLY.
Foreign currency loans fell significantly as they clocked in at Rs11.7bn in July 2026, compared to Rs377.2bn in July 2025.
Borrowing through Naya Pakistan Certificates also elevated by 15.41% YoY to Rs82.4bn in July 2026.
Similarly, on a sequential basis, it increased by 22.99% in July compared to Rs67bn in June.
Moving forward, domestic liabilities of the government dropped by 39.22% YoY and were reported at Rs131.4bn in the review month.
