Govt gears up to sign landmark energy agreements today

January 05, 2024 (MLN): In a landmark development, the government of Pakistan is set to sign the Tariff Differential Subsidy Agreement and Mediation Agreement today, according to the sources.

Earlier, the Economic Coordination Committee (ECC) of the Cabinet approved the Power Purchase Agency Agreement (PPAA), Interconnection Agreement (ICA), and Tariff Differential Subsidy (TDS) agreement and authorize respective entities to sign the initiated agreements, sources revealed.

The ECC of the Cabinet also authorized the Power Division and Finance Division to sign jointly the Tariff Differential Subsidy Agreement on behalf of the Government of Pakistan.

These agreements are anticipated to enhance the rapport between the entity and federal government authorities which will improve the service provisions in Karachi and regions of Balochistan.

To note, the TDS Agreement established a framework for the government to subsidise electricity costs for consumers in specific areas, making power more affordable. 

Meanwhile, the Mediation Agreement aims to resolve any future disputes through negotiated settlements, mainly to avoid protracted legal battles.

Earlier this week, the interim government approved concluding four agreements with K-Electric (KE), the nation's largest privately-operated power company, resolving long-standing disputes concerning power purchase payments and electricity supply, according to media reports.

The caretaker government has opted to renegotiate the energy contract with K-Electric, marking significant progress in drafting the agreement between K-Electric and the Government of Pakistan, as per reports.

The legal aspects of the subsidy agreement have been reviewed by the Law Ministry. Later, the ministry approved the draft K-Electric contract as legal, sources revealed. 

It is important to mention that the agreement between K-Electric and the Government of Pakistan was pending for several years. The contract with K Electric was provisional after being cancelled in 2016. 

This agreement will increase foreign investment and help reduce the power sector's revolving debt circular debt.
