SBP introduces Regulatory Sandbox to support innovation

May 21, 2025 (MLN): The State Bank of Pakistan (SBP) has unveiled its official Guidelines for the Regulatory Sandbox (RSB), a major step under its Vision 2028 strategy.

This initiative is aimed at enabling startups and established entities to trial their financial solutions within a structured and secure regulatory setting.

Structured around a cohort-based approach, the RSB will center on selected innovation themes, as the press release issued.

The SBP plans to open the application process for the first cohort soon, with thematic areas to be disclosed by the end of June following industry consultation.

The sandbox offers participants a chance to test products, technologies, and business models that push the boundaries of conventional finance.

It is also intended to support the SBP in modernizing the regulatory landscape to keep pace with the evolving technological landscape.

By launching this platform, SBP is encouraging both emerging and existing players to participate in shaping Pakistan’s digital financial services ecosystem and to foster progress in the fintech sector.
