NEPRA to hear tariff petition for 13.8 MW proposed wind power project

A tariff petition has been filed by Burj Wind Energy (Pvt.) Limited for consideration under NEPRA Tariff (Standards & Procedure) Rules, 1998.

The company has request for determination of reference generation tariff for its 13.80 MW wind power project for proposed sale of power to Central Power Purchasing Agency (Guarantee) Limited (CPPA).

The project is located at Gujju, District Thatta, Sindh and will be generating 49.7 GWh on an annual basis with a capacity factor of 41.1%.

The petitioner has requested tariffs of PKR 9.2318 or US cents 8.7922 per kWh for year 1-13, which would go down to PKR 4.1007 or US cents 3.9054 from year 14-25, at a reference exchange rate of PKR 105 per dollar.

NEPRA has decided to hold a hearing of this petition on August 8, 2018 (Wednesday) at 11:00am at NEPRA Tower, where among other things, it will discuss the justification for the estimation of annual energy generation and the corresponding plant capacity factor.

It will also discuss the EPC cost, Non-EPC cost, compliance with NEPRA Guidelines 2017 for the selection of EPC Contractor by IPPs, justification for land requirement as claimed by the petitioner, justification of O&M costs, claimed insurance, claimed return on equity, claimed financing/debt terms, claimed construction period, and other miscellaneous issues as determined by the Authority (NEPRA).
