January 02, 2025 (MLN): The implementation of the Energy Conservation Building Code 2023 (ECBC-2023) has been urged across Pakistan, with a focus on incorporating it into relevant building laws.

This call was made by Federal Minister for Energy (Power Division) Sardar Awais Ahmed Khan Leghari, who has written letter to all provincial Chief Ministers, the Prime Minister of Azad Jammu and Kashmir (AJK), and the Federal Ministers for Planning and Science and Technology, as per a press release issued today.

A two-pronged strategy to ensure sustainable development of the power sector and bolster the economy of the country through energy efficiency in the building sector has been proposed by the Federal Minister.

The first revision of existing by laws by the relevant development authorities, building control authorities, municipalities, and local governments is required to incorporate the ECBC-2023.

Secondly, the integration of this code should be included in the Annual Development Programs for public sector infrastructure development.

The Federal Minister expressed confidence that implementing this Code will result in lower operational costs and promote sustainable growth.

To increase the efficient utilization of energy and reduce its leakages/wastage, the Federal Minister has stressed on implementation of this Code for the mutual benefit of the Government and consumers.

Inefficient utilization of electricity in buildings increases utility bills.

Similarly, in peak summers, to manage a peak load of 60 to 80 hours, the power sector has to maintain several power plants that remain idle for the rest of the year due to lower demands.

This results in capacity and other allied payments becoming part of the overall electricity tariff.

Additionally, energy-efficient buildings contribute to the conservation of natural gas by reducing the need for heating during the winter season.

As the Federal Minister has identified peak load and its very short duration as one of the major reasons for maintaining many power plants in the system, the implementation of the Energy Conservation Building Code 2023 will help manage the peak demand.

This, in turn, will assist the power sector in reducing operational costs and energy consumption.

The Federal Minister in his letter, mentioned approval of the ECBC-23 by the Federal Cabinet and subsequently by the National Economic Council (NEC).
