Pakistan eyes China market for buffalo embryo exports

May 14, 2026 (MLN): A proposed Material Transfer Agreement (MTA) framework to govern the export of buffalo embryos and elite dairy breed genetics to China is under discussion.
The framework aims to regulate future cooperation between
Pakistani institutions and foreign livestock biotechnology companies while
legally protecting Pakistan's ownership rights over its indigenous genetic
material.
The MTA framework, being developed by the Animal Sciences
Division of the Ministry of National Food Security and Research, is designed to
streamline cooperation between Pakistani institutions and foreign livestock
biotechnology companies.
It also seeks to legally safeguard Pakistan's ownership
rights over its indigenous genetic material, an asset officials describe as a
significant national resource under increasing international demand, according
to the press release.
At the center of the export opportunity is the Neeli Ravi
buffalo breed, widely recognized for superior milk production and strong
genetic characteristics, alongside the Sahiwal cattle breed, which has already
contributed to dairy development programs in several countries.
Technical experts involved in the discussions noted that
Pakistan's position as a potential global supplier of elite dairy genetics is
strengthened by the climate resilience and productivity of both breeds traits
drawing growing interest from countries working to improve food security
through advanced livestock programs.
The global livestock industry's shift toward embryo transfer
technologies and genetic enhancement programs has created expanding demand for
high-yield dairy breeds, particularly among countries that lack domestically
superior genetic stock.
Pakistan's buffalo and cattle breeds sit at the intersection
of that demand.
Chinese companies engaged in livestock breeding and
biotechnology expressed strong interest in scaling cooperation specifically in
animal genetics and embryo transfer technologies.
The proposed MTA structure is intended to provide the legal
and institutional scaffolding that would give international investors and
partner companies the transparency and confidence needed for long-term
agreements.
Officials noted that without such a framework, Pakistan's
valuable genetic resources developed over generations risk being transferred
without adequate protections or economic returns to the country.
The MTA mechanism directly addresses that gap by
establishing terms for intellectual and genetic ownership in line with
internationally accepted practices.
The Animal Quarantine Department is among the institutional
stakeholders involved in building the compliance architecture required for
biological and genetic material exports, a technically complex process governed
by international biosafety and trade standards.
Pakistan's livestock sector has historically been
underleveraged as an export driver despite the country holding breeds with
documented international pedigree.
The Sahiwal, for instance, has been exported to and bred
across multiple countries as a foundation animal for tropical dairy development
a precedent that officials and technical experts point to as evidence of the
sector's unrealized export potential in a more structured and regulated form.
