Pakistan, Germany agree on €114m development cooperation package for 2025–26

November 06, 2025 (MLN): Pakistan and Germany have agreed on a new €114 million development cooperation package for 2025–26, following the successful conclusion of the 2025 Bilateral Negotiations on Development Cooperation.

The negotiations were co-chaired by Secretary of the Ministry of Economic Affairs, Mr. Muhammad Humair Karim, and Ms. Christine Toetzke, Director-General of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), said a press release issued.

 Ambassadors Ms. Ina Lepel of Germany and Ms. Saqlain Syeda of Pakistan also participated, reaffirming the strength of bilateral relations.

Germany’s commitment includes both financial and technical assistance, focusing on key areas such as climate and energy (just transition), sustainable economic development and vocational training, and social protection.

Secretary Karim appreciated Germany’s sustained support for Pakistan’s development efforts, particularly in renewable energy, employment generation, and social protection. He also emphasized the importance of aligning cooperation with Pakistan’s Economic Transformation Plan, URAAN Pakistan.

Ms. Toetzke commended Pakistan’s reform initiatives and reiterated Germany’s continued partnership in addressing climate change, fostering economic transformation, and promoting social inclusion.

Ambassador Lepel underscored the long-standing friendship between the two countries and reaffirmed Germany’s commitment to sustainable growth, good governance, and people-centered development.

The event concluded with the signing of the Summary Record of the 2025 Bilateral Negotiations by Secretary Karim and Ms. Toetzke, formalizing the new commitments.

Both sides agreed to deepen cooperation under the Pakistan-German Climate and Energy Partnership, enhance vocational training and youth employment, and continue collaboration on social protection and disaster resilience.

The next round of Pakistan-Germany development cooperation negotiations will be held in Berlin in 2027.
