Govt reviews FBR overhaul, public sector reforms

July 08, 2025 (MLN): To review key institutional reform proposals and FBR transformation plans, the Cabinet Committee on Rightsizing of the Federal Government held a meeting chaired by Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb.

 The Power Division gave a detailed presentation on the Power Planning and Monitoring Company (PPMC), covering its institutional background, strategic functions, key achievements, high-impact progress, and future plans.

The presentation emphasized enhancing PPMC’s role as a technical backbone for planning and performance monitoring in the power sector, with a focus on evidence-based forecasting, system efficiency, and sectoral coordination.

The meeting, held at the Finance Division, was attended by Minister for Power Sardar Awais Ahmad Khan Leghari and senior officials from the relevant Ministries and Divisions.

The Law Division also made a preliminary presentation on its scope of work, performance benchmarks, ongoing rightsizing initiatives, and their implications for public policy and service delivery.

It included an overview of attached departments and proposed measures to improve institutional efficiency, eliminate functional overlaps, and achieve better outcomes through leaner administrative structures.

The Cabinet Committee then considered recommendations from the Sub-Committee on Rightsizing, chaired by Mr. Salman Ahmad, Ambassador-at-Large, regarding the organizational framework of the Revenue Division.

These proposals focused on enhancing structural efficiency, optimizing human resource deployment, and aligning operations with national objectives, according to the press release issued today.

Emphasis was placed on results-oriented governance, improved performance management, and accountability mechanisms for more effective service delivery.

Chairing the meeting, the Finance Minister highlighted the central role of the FBR in Pakistan’s fiscal framework and reaffirmed the Government’s commitment to implementing the FBR transformation plan approved by the Prime Minister.

He emphasized the need to raise the tax-to-GDP ratio and modernize FBR into an efficient and accountable revenue authority essential for fiscal sustainability.

He further stressed embedding performance-driven human resource practices across the organization to ensure that every rupee of public expenditure leads to measurable improvements in tax collection, compliance, and service delivery.
