August tax revenue falls short

September 01, 2025 (MLN): Pakistan’s Federal Board of Revenue (FBR) has fallen short of its tax collection target for August, intensifying concerns over the government’s ability to meet its ambitious fiscal goals amid mounting economic pressures.

According to provisional figures, the FBR collected Rs886 billion ($3.2bn) during August 2025, trailing behind its target of Rs951bn.

The Rs65bn shortfall has sparked renewed scrutiny of the country’s revenue strategies and the broader implications for budgetary planning.

A key contributor to the gap was a slowdown in domestic sales tax collection, which totaled Rs631bn, Rs61bn below target, though it still showed an 11% increase from last year.

This dip may be attributed to business closures following widespread flooding and a sharp decline in utility-based tax revenue.

Collections from utilities dropped significantly, falling to Rs86bn from Rs125bn a year earlier.

The Rs39bn decline is linked to power outages and the growing adoption of solar energy, which has reduced taxable consumption from traditional sources.

In response to the shortfall, the FBR has pledged to ramp up enforcement efforts, including tighter controls to combat tax evasion and digital monitoring of key industrial sectors.

These measures are part of a broader strategy aligned with Pakistan’s commitments under the International Monetary Fund (IMF) programme.

The FY26 budget introduced Rs1.05 trillion in additional revenue measures, Rs655bn from new tax initiatives and Rs400bn through enhanced enforcement.

The government has set an ambitious revenue target of Rs14.131tr for the current fiscal year, banking on reforms such as carbon levies, digital taxation, and expanded oversight of e-commerce transactions.
