APTMA urges FBR to ease super tax pressure

February 4, 2026 (MLN): The All Pakistan Textile Mills Association (APTMA) has formally written to the Federal Board of Revenue (FBR), requesting reconsideration of the immediate recovery of Super Tax following the Federal Constitution Court’s recent judgment.
Addressing FBR Chairman Rashid Mahmood Langrial, APTMA
highlighted that the export-oriented textile sector is facing severe liquidity
challenges due to a slowdown in export orders, rising input costs, and an
overall tough business environment.
The association warned that demanding lump-sum payment of
Super Tax would not only disrupt daily business operations but could also lead
to mill closures, jeopardizing employment and the national economy.
APTMA emphasized that computation of Super Tax for exporters
should be based on imputable income as per the Final Tax Regime (FTR) up to Tax
Year 2024.
The association urged the FBR to clarify the methodology for
calculating imputable income through reverse computation, ensuring exporters
are not subjected to arbitrary assessments under the Normal Tax Regime.
It requested consultations with industry stakeholders to
prevent differing interpretations of tax liabilities and called for a
suspension of recovery from exporters until these matters are resolved.
The association further proposed that Super Tax liabilities
be adjusted against long-pending refunds of income tax, sales tax, and other
dues, including TUF and DTL, and that any remaining liability be converted into
manageable instalments.
APTMA stressed that such measures would allow businesses to
meet their tax obligations without disrupting cash flows or operational
stability.
The letter emphasized the critical role of the textile industry in Pakistan’s economy, highlighting the need for a balanced taxation approach that ensures compliance while safeguarding industrial continuity, exports, and employment.
