Pakistan, Türkiye boost judicial cooperation

April 08, 2026 (MLN): Pakistan and Türkiye have agreed to strengthen cooperation in constitutional law, judicial administration, and legal reforms, with a focus on improving institutional frameworks, judicial appointments, and technology-driven justice initiatives.
The agreement was reached during a high-level meeting in
Islamabad between a delegation led by Kadir Özkaya, President of the
Constitutional Court of Türkiye, and Senator Azam Nazeer Tarar, Federal
Minister for Law & Justice and Human Rights, according to the press
release.
Minister of State for Law & Justice Barrister Aqeel
Malik, Secretary Law & Justice Raja Naeem Akbar, and senior
officers of the Ministry were also present.
During the engagement, both sides shared experiences,
institutional insights, and best practices in constitutional law and judicial
administration.
Discussions focused on mechanisms for judicial appointments,
strengthening institutional frameworks, and enhancing transparency in the
justice system.
Digital transformation of the judiciary formed a key topic.
Pakistan briefed the Turkish delegation on its Case Management System (CAMS),
Case Flow Management System (CFMS), the Pakistan Code, and a Document
Retrieval System aimed at improving public access to laws.
These initiatives, alongside broader technology-driven
reforms, are designed to enhance efficiency, reduce case backlog, and improve
transparency.
Pakistan’s use of technology in the justice sector has
previously been recognized with a Commonwealth award.
The dialogue also explored the promotion of alternative
dispute resolution (ADR) mechanisms, including mediation and arbitration,
to expedite justice delivery and alleviate congestion in courts.
Both sides agreed on mutual cooperation in judicial
administration, exchange of best practices, and capacity building for court
personnel.
Kadir Özkaya highlighted Türkiye’s ongoing efforts to
protect refugee rights and noted that the Turkish judiciary increasingly
leverages modern technology.
He welcomed Pakistan’s initiative to establish a constitutional
court, offering full support and cooperation.
Senator Azam Nazeer Tarar emphasized the Ministry of
Law and Justice’s continuous role in supporting legislative processes and the Attorney
General’s Office.
He highlighted the development of a software system
providing real-time updates on court cases, underscoring Pakistan’s efforts
to modernize judicial services.
The agreement shows both countries’ commitment to strengthening
rule of law, judicial transparency, and institutional efficiency, and lays
the groundwork for ongoing collaboration in legal and judicial reforms.
