PM seeks review of NEPRA’s new solar net-billing rules

February 11, 2026 (MLN): Prime Minister Shehbaz Sharif has taken immediate notice of the National Electric Power Regulatory Authority’s (NEPRA) newly notified regulations replacing Pakistan’s net-metering regime with a net-billing system for solar energy prosumers.
Chairing a high-level special meeting in Islamabad, the
prime minister instructed the Power Division to immediately file a review
petition with NEPRA to ensure maximum protection of existing contracts of
current solar users.
He emphasized that regulatory changes must not adversely
affect consumers who had installed solar systems under previously agreed
frameworks.
The prime minister further directed the Power Division to
formulate a comprehensive strategy to ensure that the financial burden of
466,000 solar beneficiaries does not fall on over 37.6m consumers who rely
solely on electricity from the national grid.
The meeting was attended by Deputy Prime Minister and
Foreign Minister Ishaq Dar, Federal Ministers Ahsan Iqbal, Attaullah Tarar, Ali
Pervaiz Malik, Sardar Owais Khan Leghari, Minister of State Bilal Azhar Kayani,
Adviser on Privatization Muhammad Ali, and other senior officials.
NEPRA, in its latest
notification, has formally replaced the existing net-metering framework
with a net-billing system for distributed solar generation.
Under the new mechanism, electricity generated by prosumers will be purchased by distribution companies (Discos), while electricity consumed from the grid will continue to be billed at applicable slab-wise tariffs.
Exported units will now be compensated at the National Average Energy
Purchase Price (NAEPP).
The revised billing framework introduces stricter technical
standards and transparent procedures, along with a methodology aimed at better
integrating distributed solar generation into the national grid.
It also seeks to balance renewable energy growth with system
reliability while protecting the interests of all electricity consumers.
