Govt, tobacco industry discuss tax reforms

May 25, 2026 (MLN): Pakistan’s ongoing fiscal reform drive and crackdown on undocumented economic activity came under discussion during talks between the government and the tobacco industry, as authorities continue efforts to strengthen revenue collection and improve tax compliance.
The discussions focused on the government’s broader agenda
aimed at enhancing revenue mobilization, widening the tax net, improving
enforcement, and increasing transparency through technology-based systems.
Officials noted that reforms in tax administration, centered
on people, processes, and technology, are intended to improve compliance, curb
leakages, and ensure fair tax collection across different sectors of the
economy.
Authorities highlighted that stricter enforcement measures
backed by digitization, technology-driven monitoring systems, and coordinated
operations by relevant agencies are contributing to better compliance and
higher revenue collection in multiple industries.
Sectors including sugar, cement, beverages, textiles, and
tobacco were identified as areas where enforcement actions are being undertaken
to address illicit and undocumented business activity.
A delegation from Pakistan Tobacco Company shared its
perspective on the tobacco sector, including matters related to excise
taxation, illicit trade, market conditions, and export competitiveness.
The company representatives acknowledged recent action
against illegal and non-compliant operators and stressed the need for a stable
and predictable taxation framework to support formal sector growth and
sustainable revenue generation.
The talks also covered regulatory and taxation matters,
sector competitiveness, market trends, and the need to strengthen enforcement
mechanisms to reduce the share of illicit products operating outside the
documented economy.
Both sides exchanged views on coordinated enforcement
efforts involving federal and provincial authorities.
Federal Minister for Finance and Revenue Muhammad Aurangzeb
reiterated that revenue mobilization and effective enforcement remain central
to the government’s fiscal reform strategy.
He said sector-specific proposals would be assessed in line
with broader fiscal priorities and economic objectives while maintaining policy
consistency and strengthening compliance systems.
The discussions further touched on export opportunities and
investment potential within the tobacco sector and related value-added
products.
Representatives from the company highlighted Pakistan’s
position as a regional manufacturing and export base for selected product
categories and shared views on opportunities in international markets.
Regional experiences relating to enforcement practices,
taxation models, and regulatory frameworks in comparable markets also came
under discussion.
The finance minister appreciated the industry’s input and
reaffirmed the government’s commitment to continued engagement with the formal
business sector to support investment, exports, industrial activity, and
sustainable economic growth.
