China, Pakistan push for timely implementation of UNSC resolutions

June 24, 2026 (MLN): An informal session of the United Nations Security Council has stressed the urgent need for stronger monitoring, transparent reporting, and uniform implementation of Council resolutions to rebuild global trust in the body’s effectiveness.
The meeting, co-hosted by China and Pakistan, focused on the
theme “Bridging the Implementation Gap: Security Council Resolutions and the
Maintenance of International Peace and Security”.
Participants noted that delays, partial execution, or
selective enforcement of resolutions continue to weaken the Council’s
credibility and undermine international law.
Speaking at the Arria-formula session an informal format
that allows open and candid exchanges among Council members Pakistan’s
Permanent Representative to the UN, Asim Iftikhar Ahmad, who co-chaired the
meeting, said Security Council resolutions should not be viewed as symbolic
outcomes but as binding commitments requiring real action.
He warned that when implemented effectively, resolutions can
prevent conflict, protect civilians, and strengthen global peace.
However, when ignored, they reflect a failure of collective
responsibility and erode the foundations of international peace and security.
He also pointed to unresolved disputes such as Kashmir and
Palestine, arguing that prolonged non-implementation of Council decisions in
such cases deepens human suffering and prolongs instability.
India responded during the discussion, reiterating its
position that Jammu and Kashmir is an integral part of its territory and an
internal matter. Pakistan rejected this claim, maintaining that the region
remains an internationally recognized disputed territory listed on the Security
Council agenda.
China’s Permanent Representative to the UN, Fu Cong, also
emphasized that Security Council resolutions carry legal authority and must be
implemented in good faith without double standards.
He cautioned that failure or delay in implementation weakens
both the authority of the United Nations and the broader framework of
international law.
Fu Cong urged member states to prioritize dialogue,
mediation, and de-escalation over punitive approaches that could intensify
conflicts.
Briefings were also delivered by senior UN officials and
experts, including UN Assistant Secretary-General Khaled Khiari, Security
Council Report Executive Director Shamala Kandiah, and International Crisis
Group representative Richard Gowan.
They underlined that the effectiveness of the Council
depends not only on adopting resolutions but also on ensuring practical
pathways for implementation, adequate follow-up mechanisms, and sustained
political commitment.
Participants broadly agreed that inconsistent or selective
application of Council decisions damages institutional credibility.
Several delegates called for systematic tracking of
unimplemented resolutions, periodic review mechanisms, and stronger alignment
between UN peace operations, the Secretary-General’s good offices, and Council
mandates.
The discussion reaffirmed that the Security Council must
move beyond decision-making toward ensuring consistent execution of its
resolutions, reinforcing its authority under the UN Charter and strengthening
global peace and security efforts.
The session concluded with China and Pakistan reiterating
their joint commitment to multilateralism and to upholding the principles and
authority of the United Nations system.
