NTC extends anti-dumping duties on aluminium cans

December 11, 2025 (MLN): The National Tariff Commission (NTC) has concluded the Sunset Review of anti-dumping duties on aluminium beverage cans imported into Pakistan from Jordan, Sri Lanka, and the United Arab Emirates (UAE).

This development was notified by Pakistan Aluminium Beverage Cans Limited (PSX: PABC) to PSX. 

Following the review, the Commission has decided to continue the definitive anti-dumping duties for a further three years, effective from February 19, 2025.

The review, initiated on February 8, 2024, was based on data covering January 1, 2022, to December 31, 2024.

It found that the removal of current duties could lead to continued dumping and material injury to the domestic aluminium beverage can industry.

The definitive anti-dumping duty rates have been set as follows:

  • Sri Lanka – Ceylon Beverage Cans: 23.24%

  • Sri Lanka – Other exporters: 23.24%

  • Jordan – All exporters: 26.54%

  • UAE – All exporters: 22.06%

The product under review includes aluminium beverage cans with capacities between 250 ml and 300 ml, classified under Pakistan Customs Tariff Heading No. 7612.9030.

These cans are widely used for packaging beverages in the country.

The NTC stated that termination of the duties could harm domestic producers by causing price undercutting, depressed prices, and reduced production, sales, market share, and profitability.

The duties will continue to be collected as ad valorem customs duties, and imports used solely for export-oriented products or foreign grant-in-aid projects will remain exempt.

Pakistan Aluminium Beverage Cans Limited, Faisalabad, had applied for the review, citing potential harm to the local industry.

A non-confidential version of the NTC report has been made publicly available on its website for interested parties.

This move aims to safeguard the domestic aluminium beverage can sector against unfair trade practices and maintain a level playing field for local producers.
