Govt greenlights major transshipment reforms to boost maritime trade

April 02, 2026 (MLN): In a major move aimed at
strengthening its maritime sector, the Government of Pakistan has approved a
series of initiatives to expand transshipment operations, including bulk and
break-bulk cargo, specialized Roll-on/Roll-off (Ro-Ro) vehicle handling, and
Less than Container Load (LCL) cargo.
The measures are expected to enhance port throughput,
attract new shipping lines, facilitate regional trade, and position Pakistan as
a competitive transshipment hub.
The approvals follow recommendations from a high-level
committee constituted by the Prime Minister, under the leadership of Federal
Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry.
The committee’s decisions were aimed at modernizing port
infrastructure, streamlining regulatory frameworks, and fostering an
investor-friendly environment to strengthen Pakistan’s strategic maritime
footprint, according to a press release issued.
The bulk and break-bulk transshipment approval will allow
efficient handling of commodities like grains, coal, minerals, and project
cargo, while the Ro-Ro initiative targets vehicle logistics, including cars and
SUVs, reducing handling times and boosting regional distribution networks.
LCL cargo handling will facilitate smaller consignments and
transit cargo for landlocked Central Asian countries.
Officials say the initiatives will increase port revenues
and foreign exchange earnings, generate employment in logistics and allied
sectors, and integrate Pakistan more deeply into global supply chains,
reflecting the government’s vision to leverage the country’s geostrategic
location for economic growth and regional connectivity.
