China's apparel play in Pakistan promises $500m, 20,000 jobs

May 13, 2026 (MLN): Pakistan-China industrial ties are set for a major boost as a leading Chinese apparel company plans one of the largest manufacturing operations of its kind in the country, projecting annual exports of $400–500 million and up to 20,000 employment opportunities.

The first phase of the manufacturing facility, being established under international production standards, is expected to be completed later this year.

The development comes as Pakistan pushes to attract export-oriented foreign investment amid shifting global supply chains and growing Chinese business interest in the country.

Federal Minister for Commerce Jam Kamal Khan met with a Chinese business delegation led by Mr. Huwang, Chairman of Challenges Fashion, and Ms. Karen Chen, CEO of Challenge Apparel, in Islamabad to discuss investment in export-oriented manufacturing, industrial facilitation, tariff rationalization, and broader Pakistan-China economic cooperation.

Minister Jam Kamal Khan welcomed growing Chinese investor interest and noted that the government is actively working to simplify regulatory procedures and improve the investment climate.

He highlighted the Prime Minister's emphasis on export-led growth and assured the delegation that investor facilitation remains a key government priority, according to a press release issued.

The delegation praised Pakistan's competitive workforce and strategic geographic position linking regional and international trade routes, while raising concerns over international perceptions affecting business decision-making.

The Minister acknowledged perception as an important factor but said Pakistan has made substantial progress in improving its business environment and strengthening investor protections.

On tariff matters, the delegation flagged the need to import specialized industrial construction materials not currently manufactured locally.

Jam Kamal Khan invited the delegation to formally submit relevant tariff classifications for review under Pakistan's ongoing tariff rationalization framework, noting that facilitating such imports could eventually create opportunities for local manufacturing as market demand grows.
