CCP, CASS call for reforms to boost Pakistan’s aviation sector

December 11, 2025 (MLN):  The Competition Commission of Pakistan (CCP) has emphasized the urgent need to modernize Pakistan’s aviation sector to boost economic growth, trade, tourism, and national security.

The Commission noted that outdated regulatory frameworks and sectoral inefficiencies are holding back the industry’s potential, while upcoming reforms and technological initiatives could position Pakistan as a regional hub for aerospace innovation, according to a press release issued.

As part of its ongoing Lecture Series on Competition Law, CCP hosted a special session featuring Air Marshal Javaid Ahmed, HI (M) (Retd), President of the Centre for Aerospace and Security Studies (CASS), and Dr. Usman W. Chohan, Advisor at CASS.

The discussion focused on the “Role of the Aviation Industry in Economic Affairs and National Development” and brought together senior officials, researchers, and industry stakeholders.

During the session, Air Marshal Javaid Ahmed outlined the challenges facing Pakistan’s aviation sector such as high operational costs, governance weaknesses, security constraints, limited private sector participation, and a shortage of skilled workforce.

He also highlighted opportunities, Pakistan’s strong aeronautical capabilities and potential to manufacture passenger aircraft, supported by its advanced fighter aircraft industry.

He introduced the National Aerospace Science and Technology Park (NASTP), which aims to develop Pakistan’s first integrated aerospace ecosystem with cutting-edge facilities in AI, avionics, cybersecurity, robotics, composites, and satellite technologies.

Dr. Usman W. Chohan presented key economic insights,  that aviation contributes $5.6bn to Pakistan’s GDP (1.7%), supports around 684,000 jobs, and served 22 million passengers in 2023, a figure expected to rise under the National Aviation Policy 2023.

He projected that Pakistan’s aviation market revenue will increase from $6.04bn in 2025 to $8.17bn by 2030, with passenger numbers reaching 48.5 million.

The session concluded with an interactive question-and-answer segment, providing a platform for officials and industry representatives to discuss strategies for revitalizing the sector.
