Bike fuel subsidy misses the road, says Mettis Global poll

Petrol prices had crossed Rs400 per litre. Motorcyclists, the backbone of daily commuting in Pakistan’s cities, were under pressure. In response, the government announced a targeted fuel subsidy of Rs2,000 per month for motorcycle users.
For three months, eligible riders would receive direct cash support to ease the burden of rising fuel costs. Later, on May 1, Prime Minister Shehbaz Sharif extended the program for another month, directing authorities to ensure “strict monitoring” so that relief reached the right people without leakages.
But on the ground, a different story is emerging.
A reader poll conducted by Mettis Global on its WhatsApp channel paints a dark picture of implementation gaps.
Out of 102 reactions received by the time of filing this report, the majority of respondents indicated irregular disbursement of the subsidy. The poll, posted around 8:05 pm yesterday on Mettis Global’s WhatsApp channel, showed that most participants received the payment only once despite the government’s announcement of continued relief measures.
Instead, 52 respondents said they received the payment only once, typically in April, after which the transfers stopped without explanation. Another 25 said they applied, submitted their CNICs, completed verification, and waited, but never received any payment at all.

The subsidy was introduced in early April as Pakistan faced one of its sharpest fuel price shocks in recent years, triggered by global supply disruptions and regional tensions that pushed petrol and diesel rates sharply higher.
Under the original framework, motorcycle users were to receive Rs100 per litre on up to 20 litres per month, effectively Rs2,000 in monthly support.
The Sindh government simultaneously launched a parallel registration-based subsidy program, with bank transfers promised after verification.
On paper, the design appeared targeted and structured. In practice, the execution appears uneven.
Without consistent transfers, transparent tracking, or public disbursement reporting, the scheme risks being perceived less as a recurring support system and more as a one-time gesture.
The motorcycle subsidy was meant to cushion millions of daily commuters from fuel inflation. But the latest poll results raise a broader concern when relief is announced in recurring cycles but delivered sporadically. Does it still function as policy support, or does it become an incomplete promise?
