SECP advances Venture Capital Bill to expand startup investment

August 24, 2026 (MLN): The Securities and Exchange Commission of Pakistan (SECP) has sent the draft Venture Capital Bill to the Board of Investment for consultation.

The proposed law aims to expand investment opportunities for startups and technology companies and bring venture capital activities into the formal financial system.

The SECP said formal access to venture capital remains limited for startups and tech companies in Pakistan. The proposed legislation includes a simplified regulatory framework for venture capital funds and fund managers, along with an easier licensing and registration system.

SECP Chairman Dr. Kabir Sidhu said the availability of venture capital is essential for the growth of emerging startups. He said the proposed law would support startup development, attract new investment and create employment opportunities.

The SECP and Board of Investment will hold public consultations with stakeholders on the Venture Capital Bill. Following the consultation process, the bill will be sent to the government for legislation.
