SECP, CCRA finalize regulatory framework for cannabis sector

October 08, 2026 (MLN): The Securities and Exchange Commission of Pakistan (SECP) and the Cannabis Control and Regulatory Authority (CCRA) have finalized a joint regulatory framework for the medical and industrial cannabis sector.

SECP Commissioner Muzaffar Ahmed Mirza and CCRA Director Asif Haroon finalized the framework through a Memorandum of Understanding (MoU).

SECP Chairman Dr. Kabir Ahmed Sidhu and CCRA Director General Major General (Retd.) Zafarullah Khan were present at the signing ceremony.

Under the framework, companies seeking registration to operate in the medical and industrial cannabis sector will be required to obtain an NOC from the CCRA.

Companies may reserve their names; however, final registration and subsequent operations will be subject to the CCRA’s NOC.

Any change in a company’s principal objectives, directors, or shareholding will require a fresh NOC.

The SECP will handle corporate registration, while the CCRA will oversee licensing of the medical and industrial cannabis sector.

According to SECP Chairman Dr. Kabir Ahmed Sidhu, the initiative aims to ensure the transparent, regulated, and responsible development of Pakistan’s medical and industrial cannabis sector.
