SBP Clarifies 2-Hour Cooling Period in Digital Transfers

September 28, 2025 (MLN): The State Bank of Pakistan (SBP) has issued a clarification regarding recent concerns circulating on social media about a supposed 2-hour delay in all digital fund transfers. The central bank emphasized that all digital transfers continue to be processed in real time, with recipients receiving funds almost instantly.

The 2-hour cooling period, the SBP explained, applies only to the usage—not the receipt—of funds in branchless banking wallets and accounts. While the funds are credited instantly, actions such as cash withdrawals, mobile top-ups, or online purchases using these funds are temporarily restricted for two hours.

This regulation was first implemented in April 2023 as a preventive measure. Since branchless banking accounts follow more simplified due diligence processes, they are more vulnerable to potential misuse and fraud. The 2-hour buffer gives users a critical window to detect and report any unauthorized or suspicious transactions.

According to the SBP, the policy has been in place for over two years and has functioned effectively as a safeguard against fraudulent financial activity.
