Rs2.35tr tax exemptions drain Pakistan’s revenues

June 12, 2026 (MLN): A comprehensive breakdown of federal public finances reveals that Pakistan’s benchmark tax system lost an estimated Rs2.35tr due to sweeping tax exclusions, deductions, deferrals, and preferential rates granted to various sectors during the fiscal year 2024-25.
The massive sum represents 20.04% of the Federal Board of
Revenue's (FBR) total collection of Rs11.74tr. It is also equivalent to 2.07%
of the country's nominal Gross Domestic Product (GDP), which stood at Rs113.93tr.
The head-wise data indicates that Sales Tax was responsible
for the highest revenue foregone at Rs1.27tr, followed by Income Tax at Rs579.70bn
and Customs Duty at Rs499.14bn.
