Pakistan-IMF talks to begin Sept 25 amid unmet reform targets

September 17, 2025 (MLN): Negotiations between Pakistan and the International Monetary Fund (IMF) are scheduled to begin on September 25.

The IMF benchmark for privatization transactions of electricity distribution companies remains incomplete, with the Ministry of Finance confirming that the required policy action plan for privatization and transactions has yet to be finalized.

Sources from the Ministry of Finance revealed that out of 22 structural benchmarks, five targets were not met at the time of the economic review. Among these, the publication of the Corruption and Governance Diagnostic Assessment Report is still pending.

Amendments to the State-Owned Enterprises (SOEs) Act have also not been completed. Furthermore, revising the Sovereign Wealth Funds law is listed as part of the IMF’s conditions, as highlighted in a Ministry of Finance document.

The IMF has also demanded redrafting of the Public Finance Management Act, which remains an unfulfilled requirement, according to sources.
