Pakistan formalizes legal framework for transit of goods to Iran

April 27, 2026 (MLN):  The Government of Pakistan has officially issued the "Transit of Goods through Territory of Pakistan Order 2026," establishing a formal legal framework for the international transport of goods destined for Iran across Pakistani soil.

Released by the Ministry of Commerce, the order is enacted in pursuance of a 2008 bilateral agreement between Pakistan and Iran regarding the road transport of passengers and goods.

This new directive, which comes into force immediately, applies specifically to transportation of transit goods in transport units consigned from third-party countries and destined for the territory of Iran.

Under the definitions provided in the order, the government has formalized the process of Cross Stuffing, which allows for the transfer of goods between containers or other modes of transportation as permitted by relevant Custom laws.

To ensure regulatory compliance, the order mandates Customs Security, requiring traders or their authorized brokers to submit an en-cashable financial guarantee for transit goods.

This guarantee must be for an amount equivalent to the import levies of Pakistan, as provided in the national custom rules and regulations.

The scope of the order defines Transit as the movement of goods across Pakistan when the passage is only a portion of a complete journey that begins and ends beyond the country's borders.

To facilitate this movement, the government has established Transit Transport Corridors, which are designated routes for carriers to use for the transit of goods.

The order clarifies that a Shipper refers to any natural or legal person who has concluded a contract of carriage or in whose name the goods are actually delivered to the carrier.
