OGRA cuts prescribed gas prices for SNGPL, SSGC

November 25, 2025 (MLN): Oil and Gas Regulatory Authority (OGRA) has lowered the average prescribed gas prices for the country’s two state-owned utilities after revising their revenue requirements for FY2025-26.

This move will help ease consumer costs and tighten financial discipline across the sector. 

In decisions issued on November 24 under Section 8(2) of the OGRA Ordinance, the regulator provisionally set the average prescribed price for Sui Northern Gas Pipelines Ltd. (SNGPL) at Rs1,804.08 per MMBTU, according to Spokesperson OGRA. 

This is a 3% reduction from the current level, while the prescribed price for Sui Southern Gas Co. (SSGCL) was cut by 8% to Rs1,549.41 per MMBTU.

The reductions follow what OGRA described as a “careful review” of both companies’ revenue needs, including optimization of costs and an improved revenue outlook.

The regulator also factored in the impact of deferred LNG cargoes for Pakistan LNG Limited, a measure that effectively lowers the burden on end consumers.

In line with federal directives issued July 1, 2024, OGRA additionally adjusted Rs13.57 billion for SNGPL and Rs47.32 billion for SSGCL against their accumulated shortfalls and the broader stock of gas-sector circular debt.

The federal government has now been asked to advise on category-wise end-user prices.

Until it issues guidance, existing consumer tariffs will remain unchanged.
