OGRA accelerates oil supply chain digitalization

August 17, 2026 (MLN): The Oil and Gas Regulatory Authority (OGRA) is advancing the digitalization of Pakistan’s oil supply chain by integrating data from oil marketing companies (OMCs) and refineries through Enterprise Resource Planning (ERP) systems and monitoring petroleum stocks through Automatic Tank Gauging (ATG) sensors.

The initiative aims to improve the accuracy, reliability and timeliness of petroleum stock and supply data used by OGRA, according to APP.

OGRA has already developed a digital platform to provide greater visibility across the oil supply chain, while integration of oil pipelines with ERP systems is underway and is expected to be completed by the end of September 2026.

A key component of the project is the direct collection of operational data from OMCs and refineries through their ERP systems, along with real-time stock positions through ATG sensors.

The upgraded system is expected to improve the data available for assessing petroleum product requirements during Product Review Meetings and strengthen subsequent monitoring of supply-chain operations.

Currently, OGRA oversees petroleum stock availability maintained by OMCs and refineries but does not have a dedicated real-time ERP-based system for monitoring customs-bonded stocks.

Customs-bonded petroleum stocks, including duty-paid and non-duty-paid quantities, in-bonding, ex-bonding and bonded-stock reconciliation, remain under the jurisdiction of Pakistan Customs and the Federal Board of Revenue (FBR) under the Customs Act, 1969.

OGRA has already provided FBR and Pakistan Customs access to its digital platform, enabling them to obtain more timely petroleum stock information.

The availability of real-time data will facilitate reconciliation of petroleum products stored at public and private bonded storage facilities, while improving transparency, regulatory oversight and revenue assurance.

The initiative is also expected to strengthen Pakistan Customs’ ability to monitor the movement of petroleum products across the supply chain.
