GEPCO privatization heats up with 11 EOIs

August 21, 2026 (MLN): The Privatization Commission (PC) has received Expressions of Interest (EOIs) from eleven prospective investors for the privatization of Gujranwala Electric Power Company (GEPCO), on the closing date for submissions, with parties seeking to acquire between 51% and 100% shareholding along with management control, marking another milestone in the DISCOs privatization programme.

Muhammad Ali, Adviser to the Prime Minister on Privatization and Chairman of the Privatization Commission, termed the response indicative of investor confidence in the potential of Pakistan's electricity distribution sector and in the government's commitment to a transparent, competitive and professionally managed process.

He added that the Commission looks forward to engaging with prequalified investors during the due-diligence phase and discussing the contours of the post-privatization regime, according to a press release issued.

The interested parties include a mix of Turkish, Saudi and leading Pakistani business groups:

The Commission acknowledged the investor community's extensive engagement during domestic and international roadshows held over the past six months, describing the sale as central to the government's power-sector reform agenda aimed at improving operational efficiency, modernizing distribution infrastructure, strengthening customer service, reducing losses.

Furthermore, building a more financially sustainable power sector steps intended, in the long run, to support more competitive electricity distribution and affordable, reliable power for consumers.

The submitted EOIs and Statements of Qualification (SOQs) will now undergo evaluation against the approved prequalification criteria, with qualifying applicants to be granted access to the Virtual Data Room (VDR) for detailed buy-side due diligence in the next stage of the transaction.

GEPCO is one of three DISCOs in Batch-I, alongside Faisalabad Electric Supply Company (FESCO) and Islamabad Electric Supply Company (IESCO).

Twelve interested parties submitted EOIs for FESCO by its August 7, 2026 deadline, while the EOI deadline for IESCO stands at September 7, 2026.

The Commission reiterated its commitment to an open, transparent and competitive privatization process undertaken in the public interest.
