China introduces ambitious 15th five-year plan

November 14, 2025 (MLN): China’s newly presented 15th Five-Year Plan (2026–2030) places strong emphasis on green energy development, rapid digital transformation, rural revitalization, and strategic technological self-reliance in artificial intelligence and semiconductors.

The roadmap aims for an average 5% annual GDP growth, building on the resilience and poverty-eradication gains achieved under the 14th Five-Year Plan.

The strategy was detailed during a key session led by Vice Minister Sun Haiyan of the International Department of the Communist Party of China (IDCPC), where global delegates were briefed on the CPC’s governance model, anti-corruption mechanisms, innovation-driven policies, and people-centered development approach.

Vice Minister Sun highlighted China’s pursuit of enhanced energy security, accelerated digital integration across industries, and strengthened domestic capabilities in high-tech sectors particularly AI and chip manufacturing as essential pillars for sustainable economic advancement.

She noted that the plan also reinforces President Xi Jinping’s vision of a global community of shared future, advocating deeper multilateral cooperation, climate action partnerships and expanded Belt and Road (BRI) engagement.

The briefing was attended by an international delegation of 21 spokespersons from political parties across South Asia, Africa, Europe, Latin America and other regions, participating in a multi-city workshop hosted by the IDCPC.

Representing Pakistan, the delegation’s group leader, Rana Ihsaan Afzal Khan Coordinator to the Prime Minister on Commerce stressed the alignment between China’s long-term development goals and Pakistan’s priorities under CPEC.

He highlighted opportunities in renewable energy, agriculture modernization and digital capacity building. “This engagement fosters mutual understanding and strengthens global political dialogue,” Afzal Khan said.
