CCoSOEs approves key appointments and reconstitutes boards across major SOEs

November 24, 2025 (MLN):  The Cabinet Committee on State Owned Enterprises (CCoSOEs) on Monday approved a series of major appointments and board reconstitutions during a meeting held in Islamabad under the chairmanship of Finance Minister Senator Muhammad Aurangzeb.

The session was attended by Planning Minister Ahsan Iqbal, Science and Technology Minister Khalid Hussain Magsi, and senior officials from relevant ministries, divisions, and regulatory bodies, according to a press release issued.

The Committee endorsed several summaries presented by the Finance, Maritime Affairs, Petroleum, and Industries and Production Divisions.

These approvals included the appointment of an independent director to the Board of Zarai Taraqiati Bank Limited (ZTBL), new independent directors to the Board of Port Qasim Authority in Karachi, and a nomination to fill a casual vacancy on the Board of Sui Northern Gas Pipelines Limited (SNGPL).

The Industries and Production Division also secured approval for three key proposals: reconstitution of the Board of Sindh Engineering (Pvt.) Limited (SEL), the appointment of a private sector member from Punjab to the Small and Medium Enterprises Development Authority (SMEDA) board, and the reconstitution of the Board of the State Engineering Corporation (SEC).

Chairing the meeting, Senator Aurangzeb commended the rigorous selection process for bringing qualified private-sector professionals into SOE governance structures, emphasizing the need for continued diligence to ensure boards are staffed with individuals possessing strong expertise and professional acumen.

The Committee further directed the Finance and Privatization Divisions to conduct a comprehensive review of outstanding litigation involving SOEs slated for privatization, and working with relevant ministries and the Law Division to propose mechanisms for resolving these issues to enable a smooth privatization process.
