PM forms committee to review Export Facilitation Scheme

March 02, 2025 (MLN): Prime Minister Shehbaz Sharif has constituted a committee to review and finalize recommendations regarding the Export Facilitation Scheme (EFS).
The committee's Terms of Reference include assessing changes in the EFS to determine whether they disproportionately favor imports over local supplies.
It will also evaluate the implications of these changes on domestic manufacturers of intermediate goods supplying the export sector, including their impact on the balance of payments.
Furthermore, the committee is tasked with proposing actionable recommendations to address anomalies in the EFS framework to ensure alignment with domestic industry development and national export promotion objectives.
The committee has the authority to co-opt additional members if required. The Ministry of Commerce will provide secretarial support and notify the committee.
The final report must be submitted within two weeks for the Prime Minister’s consideration.
The committee comprises key government officials, including the Minister for PD&SI as the Convener, the Minister for Finance and Revenue, and the Minister for Commerce.
It also includes the Chairman of the Federal Board of Revenue (FBR), the Member (Customs Policy) of FBR, and the Member (IR Policy) of FBR.
In addition to government officials, the committee includes industry representatives such as Mr. Musadaq Zulqarnain and Mr. Shehzad Saleem.
The committee also features key figures from the textile and cotton sectors, including the Chairman of APTMA, the Chairman of PTEA, and the Chairman of PCGA.
The Secretary of the Ministry of Commerce will serve as the Secretary of the committee. The committee aims to review and finalize recommendations regarding the Export Facilitation Scheme (EFS).
