SPEC Refinery seeks govt support for Hub project

(MLN): SPEC Refinery Pvt Ltd has presented plans for Pakistan's first Deep
Conversion Greenfield Refinery Project at Hub, Baluchistan, seeking government
facilitation for the implementation of the Greenfield Refinery Policy and
expedited issuance of remaining regulatory approvals from the FBR.
Federal Minister
for Commerce Jam Kamal Khan received a delegation from SPEC Refinery Pvt Ltd,
led by Chairman Zafar Sheikh, to discuss the project's development and the
government's role in supporting its timely execution, according to a press
release issued.
The proposed
facility will deploy advanced deep conversion technology capable of processing
a wide range of internationally sourced crude oil grades to maximize output of
high-value petroleum products.
The project is
positioned as a strategic investment aimed at reducing Pakistan's dependence on
imported refined petroleum products and catalyzing the growth of downstream
petrochemical industries.
Groundwork for
the project has already commenced, with future implementation strategies
currently being finalized.
The refinery is
expected to generate approximately 2,000 direct and indirect employment
opportunities in Hub and surrounding areas across both its construction and
operational phases, while contributing to regional economic development, skills
enhancement, and technology transfer.
Jam Kamal Khan
welcomed the investment, highlighting Pakistan's strategic location at the
intersection of South Asia, Central Asia, the Middle East, and Western China as
a key enabler for large-scale industrial and energy projects.
The Minister
reaffirmed the government's commitment to facilitating investment that drives
economic growth, industrial modernization, import substitution, and export
enhancement.
The delegation
also outlined broader plans for associated petrochemical facilities, including
production of industrial feedstocks and value-added products to support
Pakistan's manufacturing sector and expand export opportunities.
