SIFC sharpens investor focus with new facilitation framework

September 17, 2026 (MLN): The Special Investment Facilitation Council (SIFC) has strengthened its investor facilitation mechanism to attract and connect domestic and international capital with investment opportunities across Pakistan’s priority sectors.

The Council, operating as a whole-of-government platform, brings together federal, provincial and sector-specific stakeholders to provide investors with coordinated support throughout the investment process, according to a press release issued by SIFC.

The framework is designed to streamline investors’ engagement with government institutions, covering the process from identifying potential opportunities to facilitating project implementation, according to APP.

SIFC has identified eight priority areas with substantial investment potential, including Industry, SEZs & Connectivity, Agriculture, Information Technology, Health, Tourism, Human Resource Development, Mines & Minerals, and Energy, Power & Petroleum.

Investment opportunities under these sectors include industrial development, infrastructure and logistics, corporate farming, agri-tech, food processing, digital infrastructure, healthcare, tourism, skills development, mineral exploration and value addition, renewable energy, power generation, and oil and gas.

The facilitation mechanism follows a five-stage investment pathway Explore, Connect, Facilitate, Resolve and Realize enabling investors to identify opportunities, engage with relevant stakeholders, address administrative and regulatory requirements, overcome bottlenecks and move viable projects towards execution.

To expand international outreach, SIFC has established Dedicated Country Desks for key markets, including Saudi Arabia, the UAE and the wider Middle East, Russia and CIS, and China. The Council also maintains engagement with investors across North and South America, Africa, Europe, and South and East Asia.

SIFC’s investment facilitation model is built around four core functions: Investor Engagement, Opportunity Matching, Coordination and Facilitation. These functions allow the Council to engage prospective investors, match their interests with suitable opportunities and coordinate with relevant government bodies.

Pakistan’s large domestic market and workforce also form part of the country’s investment proposition. The country has a population of more than 252 million and a labour force exceeding 83 million, alongside a young demographic base and cost-competitive workforce.

Through its sector-focused investment opportunities and coordinated facilitation mechanism, SIFC is seeking to improve investor access to Pakistan’s economic opportunities and streamline the path from investment interest to project implementation.
