QATPL invites OMCs to supply diesel to 1,180MW Bhikki power plant

November 03, 2026 (MLN): Oil marketing companies (OMCs) have been invited to apply for prequalification to supply high-speed diesel (HSD) to the 1180MW combined cycle power plant at Bhikki, Sheikhupura, Punjab, under tender IFP-38-RLNG-POWER PLANT (HSD).

Quaid-e-Azam Thermal Power (Private) Limited (QATPL), which is wholly owned by the Government of the Punjab, owns and operates the 1180MW (gross) plant. RLNG is the plant’s primary fuel, while HSD serves as the backup fuel.

The contract will have an initial term of three years with an annual performance review, and supplies will be made on an as-demand basis.

The prequalification document, which contains the qualification criteria, documentary requirements and submission instructions, is available free of cost at ep.punjab.gov.pk, ppra.punjab.gov.pk and qathermal.com/tenders.

Applications must be submitted exclusively through the Punjab e-Procurement System (eP). Manual or physical submissions, email submissions and submissions through the legacy ePADS will not be accepted. Applicants must register on eP and submit before the deadline. The eP helpline is 1248.

Applicants are advised to submit well before closing, and the eP system timestamp will govern electronic submissions. QATPL will not be responsible for an applicant’s registration, connectivity or upload issues. The minimum response time will be calculated from the date of publication on the Punjab Procurement Regulatory Authority website.
