Pakistan to set up China-style Law Enforcement Investigation Centre

August 06, 2026 (MLN): Pakistan is set to deepen law enforcement cooperation, with a move to establish a China-style Law Enforcement Investigation Centre as part of a broader package of policing reforms unveiled by Interior Minister Mohsin Naqvi.

The reforms were outlined during a meeting with Assistant Superintendents of Police (ASPs) who recently returned after completing specialized training courses in China and Türkiye, attended by the Commandant of the National Police Academy, the Director General of the Federal Investigation Agency (FIA), and other senior officials, APP reported.

The officers described the overseas training as a valuable experience that strengthened their professional capabilities and exposed them to modern policing practices, surveillance technologies, and contemporary approaches to maintaining law and order.

Mohsin Naqvi said foreign training programmes would now become a permanent part of the professional development of Pakistani police officers, adding that the government was committed to equipping law enforcement agencies with the skills and technologies needed to address emerging security challenges.

As part of the reform package, Mohsin Naqvi confirmed the launch of a pilot project to establish the China-style Law Enforcement Investigation Centre in Islamabad, which will bring detention, investigation, and summary trial facilities under one roof to enable faster disposal of cases involving minor offences and reduce procedural delays.

He said Pakistan stood to benefit from internationally proven policing models to make its law enforcement system more effective, responsive, and technology-driven, noting that advanced surveillance systems and modern technologies would expand monitoring capabilities and strengthen crime prevention.

To further improve public safety, Minister Mohsin Naqvi said state-of-the-art drones would be inducted into the Aviation Wing of the Ministry of Interior to support surveillance and law enforcement operations.

The reform agenda also covers strengthening investigative capacity through specialized investigation rooms at the National Police Academy, with greater emphasis to be placed on specialized investigation training aligned with the requirements of modern policing. Interrogation will be introduced as a specialized academic subject in police training, incorporating modern interrogation techniques drawn from developed countries.

The minister also revealed plans to introduce new police uniforms designed to better meet the operational requirements of law enforcement personnel.

During the meeting, the ASPs shared their observations on advanced policing systems in China and Türkiye, highlighting the use of surveillance technologies, modern equipment, digital tools, and public security management practices that could be adapted to Pakistan's policing framework.
