Pakistan positions Huawei Service Centre as global IT export hub

September 29, 2026 (MLN): Pakistan is seeking to expand its role as a global technology and IT-enabled services hub, with Huawei’s Global Service Center in Islamabad serving as an example of Pakistani professionals delivering digital services to international markets.

Federal Minister for IT and Telecommunication Shaza Fatima Khawaja visited Huawei’s Global Service Center in Islamabad and met Pakistani engineers and technology professionals working on global ICT operations.

The centre provides remote technical support, network operations, service assurance and other advanced ICT services to international customers.

Shaza Fatima Khawaja described the model as “exports without shipping containers,” highlighting the potential for Pakistan to generate export earnings through digitally delivered services without physical movement of goods.

The minister said Pakistan’s young population provides a significant potential workforce for the technology sector, noting that around 68% of the population is under the age of 30.

The government is seeking to convert this demographic base into skilled human capital capable of participating in international technology markets.

Huawei to train 300,000 Pakistanis

The minister also highlighted Huawei’s commitment to train 300,000 young Pakistanis in ICT skills, following a training partnership agreed during the Prime Minister’s visit to China.

The government wants stronger cooperation among the public sector, technology companies and educational institutions to develop a sustainable technology talent pipeline.

Shaza Fatima Khawaja encouraged Huawei to expand investment, knowledge transfer and mentoring opportunities in Pakistan and explore the possibility of establishing an R&D centre in the country.

Huawei Pakistan CEO Ethan Sun said the company would continue contributing to Pakistan’s digital development by strengthening local technical expertise and creating opportunities for Pakistani professionals to participate in global technology operations.

Women in technology

During the visit, the IT minister also met women engineers working at the centre and highlighted the importance of expanding opportunities for women in Pakistan’s technology sector.

The government is increasingly positioning IT-enabled services, software development and other digitally delivered services as potential sources of export growth and employment.

Huawei’s Islamabad service centre provides an example of how Pakistani technical professionals can serve international customers while remaining based in Pakistan.
