Pakistan forms first-ever Power Sector Data Governance Council

June 11, 2026 (MLN): Pakistan's Ministry of Energy (Power Division) has formally established the Power Sector Data Governance Council (PSDGC), marked the first institution of its kind in any public sector domain in the country.

The Council was set up under the leadership of Federal Minister for Energy Sardar Awais Ahmad Khan Leghari.

It was described as a permanent national asset and a formal acknowledgement that data belongs to the nation and must be governed with the same responsibility and accountability owed to any vital national resource, according to the press release.

Despite the government recognizing data as a critical national asset, Pakistan's power sector had for years operated on fragmented, inconsistent, and unreliable data spread across dozens of institutions.

Generation companies, distribution utilities, transmission entities, and regulatory bodies each maintained their own systems, definitions, and numbers.

The sector suffered from weak quality controls, absence of standardized data definitions, lack of metadata and traceability, inadequate data security, and the complete absence of a Centralized Data Repository resulting in data silos, unchecked duplication, and conflicting reports that undermined planning and decision-making at every level.

To address these challenges, the government has introduced a comprehensive Data Governance Framework defining clear policies, standards, roles, and processes for managing data across its entire lifecycle from creation and validation through secure storage, quality assurance, and controlled sharing.

The Council has been constituted as a high-level, cross-institutional body with representation from all key power sector institutions, and has been formally established with the participation of the Pakistan Digital Authority to ensure full alignment with national digital governance standards.

The framework has been designed in accordance with DAMA-DMBOK the internationally recognized gold standard for professional data governance.

Under the Council's oversight, a Centralized Data Repository will be developed, consolidating all sectoral data into a single authoritative platform establishing a single source of truth for the first time. Every planner, regulator, and investor will work from the same verified dataset.

Controlled and secure access will ensure data confidentiality, integrity, and compliance with governance standards.

This is expected to enable accurate demand forecasting, better-targeted infrastructure investment, earlier risk identification, and wiser resource allocation.

Interoperability across sectoral systems will also eliminate duplicated IT investments, generating direct savings that can be redirected toward improving electricity services.

The absence of a reliable data system has historically been described as a quiet but significant barrier to foreign investment in Pakistan's energy sector.

With the PSDGC in place, investors will for the first time have access to validated, comparable, and audit-ready data from a single official source reducing due diligence risk, shortening investment cycles, and positioning Pakistan as a transparent, governance-compliant destination for long-term energy sector capital.

The power sector is the first public sector domain in Pakistan to establish a formal, institutionalized data governance body.

The model, comprising a cross-institutional council, a centralized repository, and a binding governance framework is directly replicable across water, health, transport, finance, and every sector where data quality determines policy quality.
