Senator Aurangzeb, CVF-V20 discuss climate finance, Pakistan’s Climate Prosperity Plan

October 16, 2026 (MLN): Pakistan has backed efforts to expand concessional financing and draw sovereign investment into water, health and education projects, with Finance Minister Muhammad Aurangzeb also seeking clarity on the proposed Lifeline Fund, which is targeted to be ready by April 2027 with initial mobilisation of $500mn and eventual expansion beyond $2bn.

The Federal Minister for Finance and Revenue, Senator Aurangzeb, held the discussion with Sara Jane Ahmed, Managing Director of the CVF-V20 Secretariat, on the sidelines of the World Bank Group-IMF Annual Meetings 2026, according to a press release issued.

The State Bank of Pakistan (SBP) Governor accompanied him. The talks focused on climate finance and Pakistan’s Climate Prosperity Plan.

The minister asked for details on the Fund’s contributions, governance, access, returns and withdrawal arrangements, all of which are still being developed.

The two sides also discussed the proposed country platform, the investor book, the BRIDGE initiative, and cooperation with Chinese institutions and development partners.

Senator Aurangzeb stressed the need for line-ministry ownership, integration of climate plans into the budget, and coordination with the UNDP and other partners to avoid duplication.
