Pakistan, Denmark ink energy MoU to fast-track green transition

August 06, 2026 (MLN): Pakistan and Denmark have entered a new phase of energy cooperation with the signing of a Memorandum of Understanding to launch the Strategic Sector Cooperation (SSC) Programme, a government-to-government initiative aimed at accelerating Pakistan's green energy transition through direct technical assistance from Danish experts to federal energy authorities.

The MoU was signed by Secretary Power Division Dr. Fakhre Alam Irfan on behalf of the Government of Pakistan and Denmark's Ambassador to Pakistan, Maja Derrous Mortensen, on behalf of the Kingdom of Denmark.

Federal Minister for Energy (Power Division) Sardar Awais Ahmed Khan Leghari was present at the ceremony as the signing took place, formally marking the launch of the programme, said a press release issued.

The SSC Programme is being run jointly by the Danish Energy Agency, functioning under Denmark's Ministry of Climate, Energy and Utilities, together with the Embassy of Denmark in Islamabad and Pakistan's Ministry of Energy (Power Division).

Through technical assistance, capacity building, information sharing and awareness initiatives, the programme is designed to open up low-carbon pathways for Pakistan's energy sector while supporting cost-efficient delivery and scale-up of the country's Nationally Determined Contribution (NDC) targets.

Under the arrangement, Danish specialists will extend technical support and institutional capacity development across three thematic pillars: long-term energy planning, integration of renewable energy, and industrial energy efficiency.

The initiative is designed to build up technical and operational capabilities across major entities in Pakistan's energy landscape, among them the Independent System and Market Operator (ISMO), National Grid Company (NGC), National Energy Efficiency & Conservation Authority (NEECA), National Electric Power Regulatory Authority (NEPRA), Power Planning and Monitoring Company (PPMC), and the Private Power and Infrastructure Board (PPIB).

The SSC Programme extends the work carried out under the Danish Energy Transition Initiative (DETI), which supported Pakistani energy authorities with technical assistance and capacity development between 2021 and 2025.

That programme saw Pakistani professionals and technical experts take part in two dedicated study tours to Denmark, while two annual GreenTech events were held in Karachi and Lahore to promote knowledge exchange, outline long-term energy strategy, and speed up the adoption of sustainable technologies nationwide.
