Pakistan Bait-ul-Mal goes digital with biometric verification

November 05, 2025 (MLN): In a major step toward promoting financial inclusion and transparency, Pakistan Bait-ul-Mal (PBM) has signed an agreement with Mobilink Microfinance Bank Ltd. (MMBL) to introduce an Electronic Biometric Verification System (EBVS) for beneficiaries under its social protection programs.
Under this partnership, MMBL will integrate biometric
verification technology into its digital payment platform, ensuring secure,
transparent and efficient disbursement of financial assistance to eligible
beneficiaries across Pakistan. The EBVS aims to eliminate fraudulent claims,
improve accountability, and accelerate the overall payment process.
The agreement signing ceremony took place at the PBM Head
Office in Islamabad, attended by Managing Director PBM Senator Capt. Shaheen
Khalid Butt, CEO JazzCash Murtaza Ali, and senior officials from
both organizations. Director General Projects PBM Prof. Dr. Zeeshan Danish
presented a detailed briefing on PBM’s ongoing social welfare initiatives.
Speaking at the ceremony, Managing Director PBM Capt.
Shaheen Khalid Butt described the initiative as a landmark step toward
modernizing Pakistan Bait-ul-Mal’s social protection framework.
He stated, “By leveraging biometric technology, we are
ensuring that every beneficiary receives their rightful support in a timely and
transparent manner.”
He elaborated that the new biometric payment system
will benefit more than 60,000 deserving individuals, including widows,
persons with disabilities, and female trainees of Women Empowerment Centers.
It will also extend financial support to parents of students
enrolled in Schools for Rehabilitation of Child Labourers, orphans under
the Orphans and Widows Support Programme, and provide emergency cash
transfers during natural disasters, accidents, or epidemics.
Capt. Shaheen reaffirmed PBM’s commitment to supporting the Federal
Government’s “Uraan Pakistan Plan”, introduced under the leadership of Prime
Minister Shehbaz Sharif, to drive digital transformation, operational
efficiency, and innovation across public welfare institutions.
CEO JazzCash Murtaza Ali expressed his commitment to
partnering with Pakistan’s largest social welfare organization to implement an
efficient and transparent biometric verification system aimed at empowering the
most vulnerable communities across the country.
The partnership between PBM and MMBL marks a significant
milestone in digitizing Pakistan’s social welfare infrastructure,
reinforcing the government’s vision of a transparent, cashless, and
inclusive economy.
