PTA rolls out 15-Year MVNO licensing framework

January 08, 2026 (MLN):  The Pakistan Telecommunication Authority (PTA) has formally introduced a new regulatory framework for Mobile Virtual Network Operators (MVNOs) after receiving approval from the Federal Cabinet, a move aimed at strengthening competition and innovation in the telecom sector.

The framework will allow MVNOs to launch mobile and advanced mobile services across the country under their own brand names by entering into commercial arrangements with existing Mobile Network Operators, APP reported.

These operators will not be required to acquire spectrum.

Licenses for MVNO services will be awarded for an initial term of 15 years, provided applicants meet the prescribed regulatory and compliance requirements.

The initiative is expected to improve service quality, broaden consumer choice, and introduce more affordable and diverse mobile offerings nationwide.

The policy is also projected to attract new investment, create jobs, and contribute to the government’s Digital Pakistan agenda by expanding access to mobile connectivity.

The PTA added that the licensing process for MVNOs will begin soon.

A comprehensive license template detailing terms, conditions, and regulatory obligations will be issued in line with the newly approved framework.
