PM takes notice of NEPRA’s new solar regulations

February 12, 2026 (MLN): Prime Minister Muhammad Shehbaz Sharif has taken immediate notice of new solar-related regulations issued by the National Electric Power Regulatory Authority (NEPRA), directing the Power Division to safeguard the interests of existing net-metering consumers.
According to an official statement, the premier
instructed the Power Division to promptly file a review petition with NEPRA to
ensure full protection of contracts already signed with solar consumers.
The move indicates the government’s intent to maintain
policy stability and investor confidence in the renewable energy segment.
The directive comes amid concerns that changes in the
regulatory framework could affect approximately 466,000 existing solar users
across the country.
The prime minister emphasized that any regulatory
adjustments must not unfairly shift the financial burden onto more than 37.6
million consumers who rely solely on electricity supplied by the national grid.
He further directed the Power Division to formulate a
comprehensive strategy to balance the interests of grid-only consumers and
those benefiting from solar net-metering, while ensuring the sustainability of
the power sector.
Pakistan has witnessed rapid growth in distributed solar
installations in recent years, driven by rising electricity tariffs and falling
solar panel costs.
The government’s intervention reflects heightened
sensitivity to both consumer protection and broader fiscal implications within
the energy sector.
