PM special fuel scheme crosses 2.2m registrations, issues 1.9m tokens

September 22, 2026 (MLN): More than 2.2 million people have registered for the Prime Minister’s Special Fuel Scheme, while around 1.9 million fuel relief tokens have been issued so far, with the scheme operational across the country, including Azad Jammu and Kashmir and Gilgit-Baltistan.

Around 92% of registered beneficiaries are users of bikes, Qingqis and rickshaws, Federal Minister for Information and Broadcasting Attaullah Tarar said while addressing a press conference, according to MOIB.

Of the 1.9 million tokens issued under the targeted fuel subsidy, around 1.8 million have been issued for bikes, rickshaws and Qingqis, while 152,000 have been issued for 800cc cars.

The minister said the scheme was developed following Prime Minister Shehbaz Sharif’s directives to provide relief to the common and poor man amid rising petrol and diesel prices due to global tensions.

The Ministry of IT developed a digital dashboard for the scheme, with a backend IT mechanism generating tokens for eligible applicants.

Following feedback from the public and media, eligibility for bikes, Qingqis and rickshaws registered after 2006 was relaxed. SMS registration charges were also waived, while the earlier condition limiting subsidised fuel for two- and three-wheelers to five litres per token per week was also relaxed.

Under the current terms, bike, Qingqi and rickshaw users can avail one token per week and four tokens per month, receiving Rs500 in relief each time.

Owners of 800cc cars can receive Rs100 per litre in relief on 10 litres of petrol every 10 days, amounting to 30 litres per month through three tokens.

Registration can be completed through a basic mobile phone using an SMS code, while applicants do not need to own the vehicle and only need its registration number and registration date.

Around 500,000 people registered on the day before the press conference, Tarar said.

The scheme is available at petrol pumps operated by all oil marketing companies, with banners displayed at fuel stations and local administrations monitoring implementation.

Through OGRA, petrol pumps are also being issued instructions, while a dedicated war room at the Ministry of IT is monitoring the scheme around the clock, including the number of tokens redeemed at each petrol station daily.

Tarar said the scheme was being implemented nationwide and urged citizens to provide feedback and make full use of the facility.

He said the targeted scheme was designed to benefit deserving people instead of providing a blanket subsidy to owners of large vehicles.

The minister also said the prime minister’s entourage for the UNGA session had been reduced in line with austerity measures.
