OGDC, Gazprom agree to deepen energy cooperation

October 14, 2025 (MLN): Oil and Gas Development Company Limited (OGDCL) and Russian energy giant Gazprom have agreed to strengthen collaboration across the oil and gas value chain, following high-level discussions in St. Petersburg, according to the press release issued. 

The breakthrough came during Federal Minister for Petroleum Ali Pervez Malik’s visit to Russia, where he led Pakistan’s delegation at the 14th St. Petersburg International Gas Forum 2025 (SPIGF), one of the world’s most influential gatherings of global energy leaders.

During a pivotal meeting with Mr Alexey Miller, Chairman of Gazprom, Minister Malik underscored Pakistan’s commitment to enhancing strategic energy cooperation with Russia.

Both sides agreed to explore joint ventures, upstream exploration projects, and technology partnerships between OGDCL and Gazprom.

“Pakistan is pursuing a forward-looking energy strategy focused on security, sustainability, and foreign investment. Collaboration with Gazprom represents a new chapter in Pakistan-Russia energy relations,” Minister Malik said.

The meeting marks a significant step toward revitalizing Pakistan-Russia energy ties, which have gained momentum under the leadership of Prime Minister Muhammad Shehbaz Sharif.

On the sidelines of SPIGF 2025, Minister Malik also met with senior executives from Rusgeo and Nedra Digital, exploring Russian investment in Pakistan’s mineral exploration, digital energy technologies, and upstream resource mapping.

Additionally, the Minister held a bilateral meeting with H.E. Alparslan Bayraktar, Türkiye’s Minister of Energy and Natural Resources, reaffirming regional cooperation in energy transition and infrastructure development.

The Petroleum Minister invited global investors to join the upcoming Pakistan Minerals Investment Forum, signaling Islamabad’s push to position itself as a regional hub for energy and mineral investment.

This agreement between OGDCL and Gazprom is expected to boost Pakistan’s exploration capacity, attract foreign direct investment, and strengthen energy security amid rising domestic demand.
