Negotiation committee set up to finalize FASA for IIA concession

February 19, 2026 (MLN): The Privatisation Commission Board has constituted a negotiation committee to engage with the Asian Development Bank (ADB) on finalizing the terms of a potential Financial Advisory Services Agreement (FASA) for the proposed privatisation of Islamabad International Airport (IIA).

The committee will negotiate key terms and submit its recommendations to the Board, as the government moves forward with plans to outsource airport operations under a concession model through a transparent and competitive process aimed at improving efficiency and service standards while maximizing value, according to a post by Khurram Schehzad on his X account.

The decision was taken at the Board’s 248th meeting held under the chairmanship of Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman of the Commission.

The move follows the Board’s earlier approval to initiate direct negotiations with ADB in line with the Privatisation Commission (Hiring of Financial Adviser) Regulations, 2018.

Separately, the Board reviewed and approved the audited financial statements of the Commission for the fiscal year 2024–25 in accordance with statutory requirements.

It reaffirmed its commitment to conducting all privatisation transactions in a transparent, competitive, and rules-based manner to safeguard public interest and ensure optimal returns for the national exchequer.
