MSCI snubs Biafo, bets on Air Link in frontier reshuffle

August 13, 2026 (MLN): Pakistan has seen a single change to its weighting in MSCI's frontier market universe in the index provider's latest semi-annual review, with Air Link Communication Limited earning a spot in the MSCI Pakistan Small Cap Index while Biafo Industries Limited has been dropped, according to an MSCI announcement dated August 12, 2026.

The reconstitution, effective as of the close of trading on August 31, 2026, leaves Pakistan's presence unchanged at one addition and one deletion.

This is a net-neutral outcome that keeps the country's small-cap frontier weighting broadly stable even as several other frontier markets saw far more sweeping changes.

Notably, Pakistan does not feature at all in the standard MSCI Frontier Markets Index changes announced the same day, meaning the country's only representation in this review cycle comes through the small-cap segment.

Air Link Communication's inclusion reflects continued index-provider recognition of the company within Pakistan's technology and communications-equipment space, while Biafo Industries' removal trims the explosives and mining-services manufacturer from foreign passive-tracking flows tied to the benchmark.

For PSX-focused desks, the changes are unlikely to be market-moving in isolation given Pakistan's modest weight within the broader MSCI Frontier Markets Small Cap universe, but they remain a relevant signal for foreign portfolio investment (FPI) flow-tracking, particularly for funds and ETFs benchmarked to MSCI frontier indexes.

Broader reshuffle across 12 frontier small-cap markets

Pakistan's single swap sits within a far larger global rebalancing exercise.

Across the MSCI Frontier Markets Small Cap Indexes, twelve countries saw constituent changes this cycle, led by Sri Lanka (6 additions, 2 deletions), Vietnam (6 additions, 3 deletions) and Tunisia (1 addition, 5 deletions).

Mauritius lost three constituents outright with no replacements, while Romania saw a single deletion and no additions.

In the separate, non-small-cap MSCI Frontier Markets Index, five countries were affected: Vietnam again saw the most activity (3 additions, 3 deletions), while Morocco lost two names, Delta Holding SA and Hightech Payment Systems, without replacement.

Oman, Ivory Coast and Slovenia each gained a single new constituent with no deletions.
