HSD price rises Rs3.47/litre, petrol falls Rs0.43

September 17, 2026 (MLN): The Ministry of Energy (Petroleum Division) has revised the ex-depot prices of petroleum products, raising the price of High-Speed Diesel (HSD) by Rs3.47 per litre and reducing the price of Motor Spirit (petrol) by Rs0.43 per litre, effective September 18, 2026.
Based on the petroleum pricing
mechanism issued by the Federal Government, the Oil and Gas Regulatory
Authority (OGRA) has revised the ex-depot prices of petroleum products for
September 18, 2026, as per the following details.
The change in price has been
necessitated by global events including changes in Platts rates, premiums,
incidentals, etc.

Price Build-up Details
According to OGRA's price computation, the seven-working-day
rolling average of Platts Arab Gulf Mean price for petrol (Gasoline 92 RON)
stood at $131.33/bbl, with a premium including freight of $17.70/bbl, taking
Cost & Freight to $149.03/bbl. Converted at the SBP average exchange rate
of Rs277.46/USD, this translated into a landed cost at Karachi Port of
Rs260.75/litre.
After customs duty (Rs19.59/litre), the ex-refinery price
stood at Rs280.33/litre, before adding IFEM (Rs7.61), OMC margin (Rs7.87) and
dealer margin (Rs9.98) to reach Rs305.79/litre. Petroleum Levy (Rs80.00) and
Climate Support Levy (Rs5.00) were applied on top, with petrol remaining exempt
from Sales Tax, bringing the total price to Rs390.79/litre.
For HSD, the seven-working-day rolling average of Dubai
crude (Platts Arab Gulf Mean) was $124.75/bbl, with an Aramco crude premium of
-$1.50/bbl, freight and insurance of $8.00/bbl, and an HSD crack of $41.89/bbl,
taking Cost & Freight to $173.14/bbl. At the same exchange rate, this gave
a landed cost at Karachi Port of Rs302.37/litre.
After customs duty (Rs15.68/litre), the ex-refinery price
was Rs318.05/litre, before IFEM (Rs4.02), OMC margin (Rs7.87) and dealer margin
(Rs9.98) brought the price to Rs339.92/litre. With Petroleum Levy (Rs80.00) and
Climate Support Levy (Rs5.00) added, and HSD also exempt from Sales Tax, the
total price came to Rs424.92/litre.
OGRA noted that the full impact of any revision in daily
international prices is passed on over seven working days, and that the benefit
of the reduced premium for petrol will be built into the price over the next
five working days.
