Govt mulls legal, policy reforms to boost public-private partnership projects

November 05, 2025 (MLN): The government is considering amendments to existing laws, policies, and regulations to accelerate the execution of Public-Private Partnership (PPP) projects across key sectors, Federal Minister for Economic Affairs and Establishment Division Ahad Cheema said on Tuesday.

Chairing a high-level meeting to review the operational framework and strategy of the Public Private Partnership Authority (P3A), Cheema underscored the government’s commitment to improving project efficiency through stronger inter-ministerial coordination and institutional capacity building.

The meeting was attended by the Minister of State for Finance, Bilal Azhar Kayani; the PM’s Advisor on Privatisation, Muhammad Ali; the Secretary, Finance; and senior officials from the Finance, Privatisation, Planning, and Law Divisions.

Officials from P3A briefed the participants on the current status of ongoing and pipeline PPP projects, highlighting development progress, capacity constraints, and market conditions affecting project execution.

Cheema said the government aims to strengthen both the advisory and regulatory capacity of P3A and concerned ministries to enhance project oversight, planning, and decision-making.

He noted that efficient coordination will help minimize delays in project approvals and bidding processes, ensuring smooth implementation of PPP projects nationwide.

Reaffirming the government’s commitment, the minister said Pakistan seeks to establish a vibrant and sustainable PPP framework that fosters economic growth, infrastructure development, and employment generation.
