Govt moves toward consensus on GM Corn commercialization framework

August 31, 2026 (MLN):  The Committee on Genetically Modified (GM) Corn has agreed to finalize a comprehensive transition and implementation framework for the commercialization of genetically modified maize in Pakistan, with the government stating that the exercise would move beyond policy formulation into actual implementation and transition.

The framework centres on the principle of coexistence between GM and non-GM maize, in line with the approved National Agricultural Biotechnology Policy, with the transition set to take place gradually to allow stakeholders time to adapt, while ensuring continuity in the supply of non-GM seed without unnecessary price escalation.

The Committee, constituted by the Prime Minister to conduct an objective, scientific-based and evidence-driven review of Pakistan's GM maize commercialization policy, was chaired by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb.

The meeting reviewed progress made through stakeholder consultations and discussed the proposed implementation and transition framework, said a press release issued.

It was attended by the Secretary of the Ministry of National Food Security & Research, the Coordinator to the Prime Minister on Agriculture and Food Security, the CEO of Pakistan Green Initiative, and representatives of relevant business and export sectors, along with technical and scientific experts.

Participants discussed concerns raised by industry members over the transition period, availability of non-GM seed and potential implications for existing industry players, and stressed the need for a practical, well-defined framework addressing the concerns of all stakeholders while remaining aligned with national interest.

The Committee called for a comprehensive implementation framework with appropriate safeguards and clear guidelines to ensure effective coexistence of GM and non-GM maize, incorporating input from the seed industry, maize millers, academia and technical experts.

Senator Aurangzeb emphasized the importance of setting realistic timelines while avoiding unnecessary delays, so that the agreed framework could be translated into action.

The Committee also took up the issue of technology adoption and modern agricultural practices, including improvements in harvesting, storage and related infrastructure, to support productivity gains across Pakistan's agriculture sector.

The finance minister acknowledged the contributions of all members and stakeholders, noting that the Committee had moved from differing positions toward a broad consensus on the way forward, and said the eventual recommendations should serve the national interest while safeguarding the concerns of relevant stakeholders.

He directed that the process be completed expeditiously so the recommendations could be taken forward for implementation by the concerned authorities.
